French President Emmanuel Macron mentioned Wednesday that an oil tanker immobilized off the French Atlantic coast had dedicated “very critical wrongdoings” and linked it to Russia’s shadow fleet, which is avoiding Western sanctions over Moscow’s conflict in Ukraine.
