Germany and Sweden scrambled fighter jets Sunday to watch a Russian surveillance aircraft that reportedly flew over the Baltic Sea with no radio contact and with out offering a flight path, the newest in a string of current incidents that NATO and its member states consider are provocations by Moscow designed to check the transatlantic alliance.
